Torrential rain and powerful winds from a typhoon brought disruption to Tokyo and across Japan's central Chubu region, grounding planes and trains.

Sept. 21 (UPI) -- Japanese authorities ordered residents in some districts of Tokyo and in the Izu Islands to leave their homes Monday due to the risk of flooding and landslides as a powerful typhoon packing winds of more than 120 mph bears down on the country's central Chibu Region.

Emergency evacuation alerts were sent out to the phones of the elderly in the suburb of Meguro, four miles southwest of downtown Tokyo, instructing them to take shelter in schools and a level 3 alert was issued for central Tokyo with as much as 14 inches of rain expected after Typhoon Dujuan passed through the Izu Archipelago.

Moving northeastwards at 22 mph, Dujuan was not expected to come ashore on the Japanese mainland but flooding and landslide warnings were in place across Chiba coastal areas due to the risk from heavy rain raising river levels and on ground already saturated following record rainfall.

The typhoon was causing widespread travel disruption with as many as 500 international and domestic flights canceled at Tokyo's Haneda and Narita airports and Japan Railways warning of delays and cancelations on its Tokaido Shinkansen services between Tokyo and Osaka.

East Japan Railway suspended services for part or all of Monday on some lines in Chiba and Ibaraki prefectures, as well as western Tokyo.

The disruption also hit the 20th Asian Games in Nagoya which opened on Saturday with the impending typhoon blamed for a poor turnout for the opening ceremony and the pushing back of at least one event in the equestrian category from Monday to Tuesday.

The athletes "village" is aboard a cruise ship docked in Nagoya, adding a complicating factor, although the Japan Meteorological Agency website currently shows no weather warnings or advisories for the city.

Some sections of highways were also closed, disrupting getaway plans for Japan's Silverweek national holiday.

In Miyazaki Prefecture one person was killed and a woman in her 40s was injured in a landslide in Sodegaura city on the Boso Peninsula, according to the Fire and Disaster Management Agency.
